requested program by Global Communities aims to design and implement a 4-year, adaptive and evidence-based market system development (MSD) program that strengthens the competitiveness and growth of micro, small and medium enterprises (MSMEs) in Palestine, creates decent jobs especially for women and youth and leads to a process of resilient economic development in Palestine. It is proposed that Sweden supports the implementation of the program with MSEK 75 during November 2022 to November 2026. This period includes a 10-month inception phase.\nThe contribution is assessed to be relevant in relation to Sweden's International Development Cooperation Strategy with Palestine (2020-2024) namely the “inclusive economic development” and the “environment and climate” support areas. It is also in line with national Palestinian strategies and priorities. It also contributes to the European joint strategy (2021-2024) and Team Europe Initiative (TEI) in Palestine.\nThe overall objective of the contribution is to improve the conditions necessary for increased competitiveness and growth of MSMEs, contributing to sustainable economic development (better incomes), productive employment with decent work conditions for women and youth.\nThe contribution will have a market systems development approach to better understand the critical constraints to MSMEs growth that exist and to ensure a sustainable approach to addressing these constraints. Ultimately, the contribution will contribute to job creation especially for women and youth and increase Palestine’s economic independence. Principles of decent work will be considered in the program where relevant. Attention is also given to the role of the private sector in supporting the transition to a green economy. Particular attention will be directed to areas with highest numbers of MSMEs and highly deprived geographic areas, particularly Gaza, Hebron, Area C and East Jerusalem.  \nIt is assessed that principles of local ownership and sustainability are embedded in program design. GC’s approach to program design and implementation is inclusive and participatory. It also engages relevant national and multi-national organizations focused on MSMEs support, MSD, access to finance, decent job creation, building household resilience targeting the poor, and the inclusion of women and youth in economic development efforts. The ToC and associated objectives seem plausible and likely to be achieved.\nThe contribution will include a 10-month inception phase to conduct in-depth analyses and refine program design and approach based on lessons learned and evidence on barriers to MSMEs’ competitiveness and growth in different geographic areas. Despite being launched under the extraordinary pressures of war and unprecedented challenges, particularly in Gaza, since October 2023, the programme demonstrated that it can deliver tangible improvements for MSMEs in both the West Bank and Gaza. The operations have not only sustained businesses during acute disruption but also enabled them to build new capacities, expand production, and create inclusive employment opportunities.\n\nThe programme targeted MSMEs in the food sector in Gaza, vital for food security and recovery efforts. It also targeted the creative industries sectors (furniture, footwear & leather, and handicrafts) in the West Bank to boost export readiness and competitiveness in local and external markets. Employing the Market Systems Development (MSD) approach, the programme aims to tackle root causes of inefficiencies while focusing on three core outcomes: Outcome 1 focuses on directly supporting vulnerable MSMEs to strengthen production, and management, enabling them to withstand shocks and connect to improved market opportunities. Outcome 2 addresses systemic improvements in support functions for MSMEs such as marketing, business development, skills provision, and maintenance services, through partnerships with implementing actors and private sector providers.  Outcome 3 aims to promote a business enabling environment that enhances MSME competitiveness and fosters inclusive growth through addressing regulatory constraints.\n\nMain results achieved:\n\n- Strengthened MSME resilience and productivity: By October 2024, the programme provided direct support to 38 MSMEs across the West Bank and Gaza with grants and technical assistance and market linkages which allowed them to invest in equipment, reduce costs, and improve management practices. The businesses in Gaza confirmed business expansion, income and production increases and costs reduction. 54% of MSMEs in Gaza reported at least a 10% increase in sales and production, and 10% reported improvements in the quality of their products. These changes reflect a shift from mere survival toward competitiveness, even in the most challenging circumstances.\n\n- Sustaining operations under crisis conditions in Gaza: Despite widespread destruction and liquidity shortages, MSMEs supported through the Gaza grant facility managed to maintain or expand operations. Food producers and bakeries were able to continue supplying essential goods, directly meeting the needs of displaced populations. Business owners reported income increases and production expansion, demonstrating that the support translated into concrete recovery and resilience outcomes rather than just short-term relief. This demonstrates the programs ability to adapt delivery models in crisis, enabling bakeries, food producers, and other businesses to continue operating and meeting urgent community needs.\n\n- Inclusive job creation: The programmes interventions have led to meaningful employment opportunities, especially in Gaza. In total, 28 new jobs for youth and women were created. This includes 14 youth sales agents engaged in distributing bread to vulnerable communities in need during the war in Gaza and 14 direct jobs created as a result of the increase in production and expansion of business operations. The programmes adaptation of youth engagement in Gaza had unanticipated development outcomes. By employing the 14 youth as sales agents to distribute bread, the programme not only ensured food access for vulnerable communities but also provided young people with livelihoods during a period of near-total job collapse. This dual impact, meeting humanitarian needs while creating economic opportunities, was not foreseen but proved highly valuable.\n\n- Enhanced access to market support services: The programme has piloted multiple business models in the West Bank that link MSMEs to business development and market opportunities. 18 MSMEs from the creative industries accessed marketing, design and export services expanding their access potential to local and international markets. 94% of businesses expressed satisfaction with the quality and relevance of support received. For many businesses, particularly youth- and women-led MSMEs, this was their first exposure to tailored solutions such as digital marketing, export readiness training, and branding, enabling them to compete more effectively in domestic and external markets.\n\nThe programme has proven that adaptive delivery models can sustain and even expand MSME operations under war conditions, while also piloting systemic approaches that strengthen long-term competitiveness.
