While the extension takes the form of a no-cost extension to allow existing donors not yet ready to commit new funds to remain engaged, the intention is also to enable CIWA to raise funds to reach its initially set target of USD 200 million. The Fund’s current total value is  USD 93 million, 35 308 689 of which (or 284 million SEK) have been contributed by Sweden since 2012. Sweden has support the fund since its inception in 2012 and one decsion on contribution and two decisions to add funds have been taken.  Other donors include the Netherlands, the UK, The EU, Denmark and Norway. To date, almost all funds paid into CIWA have been allocated to pipeline, hence planning of new activities will depend on new resources coming in to the fund. The Netherlands recently announced that it will be appraising an additional contribution of USD 20 million in the latter half of 2018 and the WB is also fund-raising with new donors.The current agreement amendment will increase Sida’s support to CIWA with another 100 MSEK to a total of 384 MSEK and extend the support to 2026. The funding is channeled through a World Bank Multi Donor Trust Fund (MDTF), of which 75% is recipient executed and 25% is executed by the World Bank, but according to the Trust Fund Assurance Framework 3013 all funds must be programmed according to World Bank guidelines.CIWA was established for a 10-year period (2011-21). An independent mid-term review of the program in 2015 found that CIWA’s objectives remained highly relevant, its basic operational approach was sound, and made several specific recommendations to strengthen the program, which are now largely implemented. Sweden has supported CIWA since 2012, and has over the years seen the program deliver good results. The program seems to be on target or over performing against most of its intermediate level indicators. It has a good fit with the Swedish Strategy for SSA, and Sida is therefore interested in CIWA’s possibility to continue and expand operation. CIWA’s objective is to strengthen cooperative water resources management and development to enable sustainable, climate resilient economic growth in Africa. CIWA helps countries take advantage of opportunities as it advances investments in basin-wide information systems, in institutions for cooperation and coordination or in infrastructure with transboundary impact that can store surplus waters, protect against floods, generate hydropower, promote food security, and enhance resilience in the face of climate change. CIWA also assist riparian States to manage risk as it promotes countries’ awareness of their interdependencies and helps them strike a better balance in their decision-making between sovereign and collective considerations. This is becoming increasingly important as communities across Africa increasingly compete for scarce fresh water resources. CIWA support serves sometimes to control damage, sometimes to identify win-wins, sometimes to break deadlock and sometimes to level the playing field for decision-making, strengthening weaker states to negotiate on more equal terms with more powerful neighbours. CIWA uses a three-pronged approach to deliver results, employing strategies to strengthen and enhance the “three i’s”: institutions, information, and infrastructure. CIWA operates through recipient executed and bank executed modalities. CIWA does this through two sub programs:The Basin sub program is for long-term (5-10 years) engagement with priority basins (so far, the Niger, Nile, Volta and Zambezi have been prioritized), it should enable steady progress towards cooperation by strengthening foundational elements such as data, agreements, institutions, and investment and operation plans. Nederländerna meddelade nyligen att de kommer att överväga ett medeltillskott på USD 20 milj. under senare halvan av 2018. Världsbankens samtalar även med andra givare om ytterligare medel. Det här presenterade avtalstillägget kommer att öka Sidas stöd till CIWA med ytterligare 100 milj. kr till totalt 384 milj. kr och förlänga fondens giltighetstid till 2026. Finansieringen ska kanaliseras genom en Världsbanksfond öppen för flera givare (Multi Donor Trust Fund, MDTF) där 75% av fondens medel implementeras av tredje part (oftast flodkommissioner och liknande regionala organisationer) och 25% implementeras direkt av Världsbanken. Enligt Trust Fund Assurance Framework 3013 måste dock alla finasiella medel omsättas i enlighet med Världsbankens riktlinjer, vilka Sida generellt bedömer hålla god standard.\n\nCIWA planerades initialt för en tioårsperiod (2011-21). En oberoende halvtidsöversyn av programmet 2015 visade att CIWAs mål fortfarande är högst relevanta och fondens grundläggande operativa tillvägagångssätt bra. Utvärderingen gjorde flera specifika rekommendationer för att stärka programmet, som nu i stor utsträckning genomförs. Sverige har stött CIWA sedan 2012 och har genom åren sett att programmet ger bra resultat. Programmet passar väl i Sidas Regionala Strategi för Afrika Söder om Sahara, och Sida ser därför gärna att CIWA får möjlighet att fortsätta och expandera sin verksamhet.\n\nCIWAs mål är att stärka samarbete runt vattenresursförvaltning och vattenresursutveckling för att möjliggöra hållbar, klimatbeständig ekonomisk tillväxt i Afrika. CIWA hjälper länder dra nytta av möjligheter som skapas av investeringar i regionala organisationers informationssystem, i institutioner för samarbete och samordning eller i infrastruktur med gränsöverskridande effekter. CIWA bistår även i att främja länders medvetenhet om deras ömsesidiga beroende i avrinningsområdet och hjälper dem att skapa bättre balans mellan suveräna och kollektiva överväganden i sitt beslutsfattande. Detta blir allt viktigare då samhällen i Afrika i allt ökande utsträckning konkurrerar om knappa färskvattenresurser. CIWA-stöd tjänar ibland till att förebygga skada, ibland att identifiera ömsesidiga fördelar, ibland att bryta dödlägen och ibland till att jämna ut villkoren för beslutsfattande genom att stärka svagare stater för att förhandla på lika villkor som mer kraftfulla grannar. CIWA has developed a FCV (Fragile, Conflict and Violence) framework and has engaged in four FCV affected regions; the Horn of Africa, West and Central Sahel, Lake Chad, and the Great Lakes. \n\nThe Sahel Groundwater Initiative is contributing to unlocking groundwater potential in the regions of Western Africa which are affected by FCV.\nIn FY23, CIWA contributed to the creation of a CCDR (Country Climate Development Report) for the entire Sahel region, which estimated that climate\nshocks could force as many as 13.5 million more Sahelians into poverty by 2050 if not urgent climate adaptation measures are taken. The Southern Africa Drought Resilience Initiative (SADRI), which closed at the end of this FY, advanced an integrated multisector and multilevel approach to regional drought resilience in 16 Member States of the Southern African Development Community (SADC).\n\nCIWAs impact set by CIWA states that 97 million people benefit from CIWA´s mobilized and potential investments. Investments worth 6,3 billion was mobilized influenced by CIWA. 20 transboundary institutions received were supported by CIWA with technical assistance and financing. Throgh a CIWA-supported initiative in the Sahel, The World Bank has collaborated with a consortium of international partners to develop the Water Harvesting Explorer, a decision support tool for small-scale water  storage planning. Implementing agencies in Niger and Nigeria are being trained on the tool´s use for investment identification and community consultation for new projects. \n\nThe Sahel Groundwater Initiative delivered a typology and preliminary mapping of 123 GDEs (Groundwater Dependent Ecosystems) across the six Sahelia\ncountries. Sida´s programme manager connected the Sahel Resilience Project (UNDP\u002FECOWAS) and CIWA on water data management for security in the Sahel. She has also introduced CIWA´s programme manager to Sida´s guarantee team however the World Bank has their own guarantee instruments.\n\nThe ENTRO (Eastern Nile Technical Regional Office) Young Professionals and Internship programs show good progress. The fifth cohort through NCCR (Nile Cooperation for Climate Resilience) is focusing on socioeconomic and SDG 6 indicators mapping  notably all four countries in the Eastern Nile (Egypt included) participated in the program.\n\nIn Southern Africa SADRI tested UDRMF (Urban Drought Risk Management Framework) by conducting seven pilot case studies in Southern Africa cities.\nThe Global Environment (GEF) Trust Fund has approved a grant of US$4.57 million to SADC for the Sustainable Groundwater Management in SADC\nMember States Project Phase II (SADCGWM Phase II) in addition to US$9 million financed by CIWA.\n\nReflections: Sida assesses that CIWA achieves it objectives well. The fund has increased its focus in crosscutting issues as the biodiversity framework and its GESI (Gender and Social Inclusion) framework. It should also be highlighted that CIWA has prioritized scaling up engagements in FCV settings. CIWA works in nine of the 19 countries classified by the World Bank as affected by FCV in FY23.\n\nStatus of International Waters in Africa 2024\n\nSustainable water resources management and development is critical for economic growth and poverty reduction in Africa. Adequate management of water resources can help build resilience against a changing climate, fragility, and other challenges. Across Africa, many competing demands include supplying multi-use household water, irrigating crops to address hunger, and developing hydropower to meet the continents increasing electricity needs.\n\nAfrica is endowed with a generous supply of water and natural water storage.\nHowever, the real challenge facing many African women and men is having water where they need it, when they need it, and of good quality. Many countries have inadequate systems in place to monitor, regulate, store, and use water. Complicating matters, most rivers, lakes, and aquifers cross country borders. In fact, all countries on the mainland continent touch at least one international river basin, which collectively are home to nearly 65 percent of Sub-Saharan Africas population. There are 60 international river basins within Africa, covering 62 percent of the continents area, and five of these are shared by eight or more countries (Congo, Niger, Nile, Zambezi, and Lake Chad). The five largest river basins cover 52 percent of the area of SSA.\n\nAfrica has the highest population growth rate in the world, and the population is predicted to increase to 1.8 billion by 2040. Africas urban population is projected to double between 2000 and 2030. High rates of urbanization mean increased competition for water from the agricultural, industrial, and municipal sectors. By 2040, it is expected that the continents food demand will double, energy demand will quadruple, and water demand will increase to five times that of today, putting stress on water sources in general and particularly impacting poor and vulnerable people. Climate change will worsen the situation by increasing uncertainty about water availability and the occurrence of extreme weather events. As water security declines, women and other marginalized groups will be disproportionately affected by the volatility of food and energy prices and will increasingly bear the brunt of disasters, including heightened vulnerability to food insecurity, deepening poverty, and increased exposure to violence and displacement.\n\nDespite these challenges, the opportunities for harnessing Africas  water potential are tremendous. Less than six percent of its cultivated land is\ncurrently irrigated, and no more than 8-10 percent of its hydropower\nresources has been developed. Transboundary cooperation can increase the overall value of shared waters and improve regional payoffs through, for example, increased benefits of power distribution via regional power pools, reduction of flood and drought risk via coordinated operation of water storage, protection of environmental services and livelihoods that rely on water resources, and improvement of the sustainability of shared waters.\n\nCollaboration on technical, environmental, financial, and political aspects of transboundary water management and development can help countries overcome regional challenges and seize much needed opportunities\n\nRecent development within CIWA\n\nFollowing the 2022 mid-term review (MTR), CIWA has been working closely with donors, clients, World Bank experts, and other partners to develop a robust pipeline, and a  revised Theory of Change.\n\nA new Results Framework (refered to as CIWA 2.0) has been established and CIWA reports against its Results Framework annually. This provides both quantitative and qualitative reporting on achievements from CIWA-funded activities. Coinciding with the CIWA 2.0 program formulation, the Results Framework is revised to better align with the shifts in the CIWA 2.0 Theory of Change and measure higher-level outcomes. The CIWA 2.0 Results Framework provides standard operating procedures for all indicator definitions and methodologies.\n\nThe changes within CIWA reflect the increasing pressure on transboundary waters on the continent, as a result of climate change, population pressures and conflicts, client demand, greater strategic orientation, and enhanced approaches to working on the cross-cutting themes of biodiversity; climate resilience; gender and social inclusion (GESI); and fragility, conflict, and violence (FCV) as pathways to delivering results on the three Is (investments, information, and institutions). Changes to monitoring and evaluation indicators provide alignment with the new World Bank Scorecard and donor reporting needs; they also track higher-order impacts and better disaggregate CIWAs beneficiaries.\n\nThe support to the Nile Basin Initiative (NBI) within CIWA continues to be the biggest component of CIWA which has received a total support of 66 million USD. This component may be of particular interest for Sweden from political point of view. Sweden, both MFA and Sida are occasionally approched by Egypt, Ethiopia, and the NBI Secretariaton issues related to the political tension within the NBI. The Embassy of Sweden attended the latest meeting of the NBI held in Addis Abeba in 2024. Due to the political tensions within the NBI, further support from CIWA is temporarily frozen.\n\nFinancial results\n\nThanks to CIWAs track record of success, continued client demand, and strong donor interest, the World Bank management endorsed CIWA receiving a five-year extension, from 2026 to 2031. This will enable CIWA to complete activities that are underway and have more time to continue fundraising for the new pipeline projects.\n\nA new fundraising goal of 300 million dollars was established and so far about 173 million have been raised. Sweden continues to be the second largest donor, behind the Netherlands. Austria has joined CIWA as the latest donor.\n\nCIWA is very efficient in committing the received funds from donors. At the end of June 2025, 98,5% of the pledged funds had been allocated with only 3,3 million USD left.  CIWA is therefore in need of new funds from donors to continue their activities.\n\nMeasuring progress through indicators\n\nThe new World Bank Scorecard FY24-FY305 places results in the development context of client countries. CIWA shifted its 2.0 ToC and Results Framework to align with the Scorecards principles. The Scorecard comprises four building blocks: vision indicators, client context indicators, World Bank results indicators, and results narratives.\n\nThe results are organized within the Gender Equaity and Social Inclusion (GESI)  and Biodiversity Frameworks according to the three I:s (investments,\ninformation, and institutions) and whether they are a direct action or an influence of CIWA. The results within the Fragility, Conflict, and Violence (FCV) Framework and Climate Resilience Assessment  are captured within CIWAs overall Theory of Change  and Results Framework.\n\nCIWA:s Impact\n\nThe impact of CIWA is huge both at regional, national and local levels, as well as within the cross-cutting areas.\n\nCIWA is:\n\n- The only organization solely dedicated to this critical mission.\n\n- A key player in realizing the World Banks vision for a sustainable, resilient, and inclusive Africa.\n\n- A program with a proven track record of inspiring countries to work together for their mutual benefit.\n\nCIWA has catalyzed:\n\n- USD17.4 billion in investments (both mobilized and potential) to manage watersheds, develop groundwater, build storage, and more.\n\n- 85.9 million people have benefited from mobilized investments or likely will benefit from potential investments influenced by CIWA.\n\nCIWA is evolving:\n\n- Renewed Strategic Focus - Harmonizing diagnostic work with lending pipelines, focusing on biodiversity, climate resilience, gender equality, and fragile contexts.\n\n- Enhanced Cross-Cutting Themes - Every investment now incorporates pathways for change through FCV, GESI, biodiversity, and climate resilience frameworks.\n\n- Diversified Investment Portfolio - Expanding beyond large infrastructure to include groundwater management, nature-based solutions, biodiversity, and livelihood projects.\n\n- Scaling Up Impact - Leveraging World Bank lending and regional financing through programs like HoA Groundwater for Resilience and Regional Climate Resilience Program.\n\n- Enhanced Community Engagement - Doubling down on subsidiarity by elevating communities and civil society roles in peace building and water management.\n\n- Revised
